Paul Scarpulla

Chief Executive Officer

Paul Scarpulla serves as Chief Financial Officer of Northeast Contracting Corporation, providing strategic leadership and financial oversight across the company. He brings more than 15 years of experience in construction, federal contracting, defense, and life sciences, with expertise in business planning, cash flow management, performance optimization, and FAR/CAS compliance.

Prior to joining NECC, Paul served as Vice President of Finance and Accounting at Panhandle Power Solutions and Controller of Nasdaq-listed Catalyst Biosciences. He previously spent seven years with Leonardo DRS, advancing to Assistant Controller for its Airborne and Intelligence Systems business unit. Throughout his career, Paul has strengthened financial processes and controls, improved organizational efficiency, and supported growth across public companies and private equity-backed businesses. He began his career in public accounting with PricewaterhouseCoopers and Deloitte.

Paul is a licensed CPA in Florida and holds a Bachelor of Science in Accounting from the University of Alabama at Birmingham.
